Bad roads and potholes are the bane of road-users

ALMOST everyone has a story to tell when it comes to the bad road conditions and potholes in the Klang Valley.

Often drivers are caught by surprise as their tyres plunge into a pothole or when a smooth ride turns bumpy as they cruise along city roads.

One of the notorious spots is Jalan Ampang, which is marred by uneven patch-up work and potholes.

Adding to the problem are ongoing construction projects along the stretch, which brings heavy vehicles to one of the busiest roads in Kuala Lumpur.

Dangerous potholes: The potholes on this road behind the Sentul Timur LRT station in Sentul pose a danger to unsuspecting motorcyclists especially at night.

Other areas such as Ampang, Petaling Jaya, Sentul and Bangsar also have roads that need to be resurfaced and repaired due to the deteriorating conditions.

Some are caused by utility companies that do no carry out proper resurfacing work after digging up the roads for repair works.

Most councils require a deposit from companies before they are allowed to carry out any roadwork.

If the council finds the resurfacing job has not been done properly, resulting in sedimentation on the road, the deposit is then forfeited.

It has been reported that RM500,000 per kilometre is needed to carry out road resurfacing.

Segambut MP Lim Lip Eng said the two causes for the bad road conditions in the Klang Valley were the old method of patching the holes as well as underground water leakage.

“There are also contractors who take the easy way out to save money,” he said.

However, there is not enough enforcement to check on the quality of roadworks.

In his constituency alone, there are holes from digging work that have been left as they are for months, especially in Segambut Dalam, Mont Kiara and Hartamas.

Bad road: Tan said Jalan Arakesari 2 in Taman Taynton View has been uneven for over two months.

Retiree Tan Lim Beng said the condition of roads were really bad, especially near his house in Cheras.

“The roads have been in a bad condition for years and Kuala Lumpur City Hall (DBKL) is not pro-active in solving the issue,” he said.

He said on a previous occasion, it was only after he complained to a newspaper about a pothole that DBKL called him to get details of the location and repaired it.

He said the various local councils ought to have a special team to monitor and check on the condition of roads in the city and get potholes patched up before the public complained.

Fruit and drink seller Mohd Johari Abdullah, 27 feels the authorities needed to do a better job of maintaining the roads in the city.

He said the bad condition of roads added to the problem of traffic congestion in Kuala Lumpur.

“It is worse when it rains because motorists are not aware of deep potholes when they are filled with water. They are dangerous especially for motorcyclists and people driving small cars,” he said.

“Potholes and bad road surfaces seem to be a national problem; my friends in Penang have also complained about them,” he added.

Mohd Johari also complained that it was bad for his business when companies dug up roads, kicking up dust, and after that failing to resurface the road properly, leaving an uneven road that might cause injuries to pedestrians.

Mechanic Soon Boon Chong, who owns a workshop in Lorong Maarof, Bangsar, said a number of his customers’ cars were damaged by potholes.

He explained the extent of damage sustained depended on numerous factors including the tyres’ maintenance and expiration date, besides the size of the pothole.

“If customers fail to maintain their tyres and change them when they should, the rims will break when the car hits a pothole. Of course, it also depends on the size and speed of the car,” he added.

Soon also said many Malaysians failed to look at the safety aspects of their rims.

He said many only considered the superficial specifications when buying rims instead of determining the right ones for their tyres. He added the results could be catastrophic.

Less than perfect: Jalan Duta Kiara in Mont Kiara recently went through some roadwork but the bad patchwork has led to an uneven road.

Kuala Lumpur mayor Datuk Seri Ahmad Fuad Ismail said 80% of the potholes and uneven roads were caused by utilities and telecommunication companies digging up the roads to install and repair their cables.

He said there were so many of such roadworks that it had become an embarrassment to DBKL because the blame was often laid at its door.

“The utility companies do not do a proper job of resurfacing and sometimes they do not even ask for our permission before digging up the road.

“Most of the time they do the work at night and rush to get it done by morning, so there isn’t enough time to do a thorough job,” he said.

Other causes are cement mixers and heavy vehicles from cement plants and construction sites.

Construction companies are required to place sturdy bricks on the road to protect it from the wear and tear brought on by the heavy vehicles but some do not ensure this step is done properly.

Meanwhile, cement mixers drop blobs of cement on the road, which result in a bumpy ride for other road users and may be a potential road hazard.

Fuad said DBKL might have to resort to drastic measures to stem the problem of potholes and uneven roads.

“We may have to change the materials used to resurface the road, this may increase the cost by 20% or 30% but we will get better results like Singapore,” he said.

He said the local authority might also revise the charges imposed on errant contractors to ensure future jobs were well done.

He added another long-term solution would be to have common trenching that allowed all companies to begin work at a special designated area.

Fuad explained there were three types of contractors in charge of fixing potholes. The first are contractors hired through open tenders for long distances of 5km or more. Smaller companies are selected through a ballot system to repair potholes outside the city centre, while DBKL resurfaced roads that did not fall into either category.

Four months before action is taken


Four months before any action is taken. This is what it is with Najib's "Rakyat diutamakan" slogan.

Since September 1, 2010, the complaint was raised to Aduan@JKR.gov.my about this area. We started highlighting the streetlights. Subsequently, on investigation, I found that the drains were all clogged. This section of Jalan Kepong under the KTM Bridge is also where frequent flash floods take place.

The email dated Sept 1, 2010 was copied to Tan Sri Sidek, the arrogant Federal Chief Secretary who was recently involved in the controversial appointment of Khusnin as State Secretary. Even the Chief of Public Complaints Bureau, Datuk Dr Tam Heng Wah, was copied.

JKR asked various departments and government agencies to confirm whether the area comes under their jurisdiction. This looked like the left hand not knowing what the right hand is doing. Nothing happened after 2 weeks. Streetlights were still not lit up. I copied najib@pmo.gov.my, urging him to keep his promises. None of his staff replied.

I went to check out the place myself and provided pictures to the team, including Najib, Sidek and Tam, three very senior people in the Najib administration. Sin Chew reporter also highlighted this in Sin Chew Metro a few days later. Still nothing happened. I started copying Dr Tan Seng Giaw, the MP of Kepong, urging him to also raise this issue with the relevant authorities.

A DBKL engineer who came to investigate asked all sorts of questions, but stopped short of solving the streetlight issue. She did not even talk about the drains or the road condition, or whether flash flood occurs here often.

Subsequently, my neighbour, Jenny and I also brought Sinar Harian reporter to highlight this issue. On 8 October, I wrote to Najib / Federal Chief Secretary/ Chief of Public Complaints Bureau and copied the others including Datuk Bandar of DBKL, a number of JKR engineers and probably heads of departments and government agencies.

By 20 October, still nothing happened! I was already very pissed off with Najib for shouting, "Rakyat diutamakan, pencapaian didahulukan." Over the next few months, after numerous follow up, we saw some contractors clearing the drains. Instead of installing rail guards for the road going up into Taman Punchak Desa, the road was cordoned for no obvious reasons. The road was not repaired, until 23 January 2011 - nearly four months after the complaint was raised and twice highlighted in the print media! Each time I had to follow up again, the temperature went up. Although I could still laugh over it with friends, we know this is how bad our civil service has gone, a reflection of the arrogant and inconsiderate Federal Chief Secretary, Tan Sri Mohd Sidek. A year ago, he gave us his email in an interview article in The Star. He was responding to some emails, although short replies with no commitment to solve issues raised. Now, he doesn't even respond to any emails! Neither does his people bother to solve issues raised by the people!


The next time you hear or read this slogan, "Rakyat diutamakan!", think of this BAD EXPERIENCE that you have with the potholes, clogged drains, uncollected rubbish, Harga BARANG NAIK (=BN, I am fed up!), and so on! The moment you hear that husband of Rosmah shouting "Rakyat diutamakan", think of that TV3 footage on 25 January 2011 showing some MCA people tearing a PKR material and being applauded. I was watching it, with a non-PKR, non-PAS Malay friend of mine who is also pissed off with the current politics of BN. The moment your car hit the potholes left behind by Syabas or IWK, tell Najib to stop bullshitting around with his slogan. The RAKYAT is disappointed with the amount of money spent on APCO (some RM77 million) when the RAKYAT in Malaysia are still living in a slum. When you drive along the posh neighbourhood of Mont Kiara, do not be surprised that it is the same slum road that runs through the neglected township of Segambut Dalam, a reflection of City Hall's failure to supervise the contractors there.



This is my email to Najib@pmo.gov.my on December 23, 2010. Still no response until January 23. Even when the road was repaired, it was done during lunch hours -- and it created a huge traffic jam all the way to Sri Damansara. Four months to plan the work, and they chose the peak hour to do it! I just couldn't believe what I saw. I am putting here on record that this is just a temporary solution without taking into consideration the amount of water accumulated here during a brief downpour and the ability of the drains to cope with the flash flood. Before long, if these issues are not addressed, the road is going to be riddled with potholes again.

I will highlight another issue that has been raised with Najib/Sidek/ Tam since last year -- which has yet to be solved till today! Another sad example of "Rakyat TIDAK diutamakan!" by the Najib administration, which pisses many of us off.

Kepong Sentral area in dire need of upkeep

IT is time Kuala Lumpur City Hall (DBKL) show greater attention to the upkeep of the area around Kepong Sentral. As it is, Kepong Sentral is sited at the very congested and narrow Jalan Kepong and DBKL’s apathy and indifference has allowed the situation to worsen.

Poor drainage is a major problem here as water flows onto the road thereby potholing and damaging it.

Drain covers are broken or missing and the drains and sumps are blocked. The flow of the huge run-off water during heavy rains could be sped up if the drains are clear and de-silted regularly.

DBKL should also look into the possibility of allowing taxis to wait under the nearby flyover to reduce congestion and bottlenecks.

KTM could also clear the railway reserve near the reservoir along Taman Bukit Maluri for use as a parking area considering the vast increase in the number of commuters using Kepong Sentral.

DBKL should also ‘kerb off’ the waiting side lane in front of the Desa Shopping Complex as cars waiting or parked here create accident-prone conditions. The shopping complex has ample parking bays at the rear and there is no need for this waiting side lane. Although a tow warning signboard has been erected, no one cares about this warning.

Jalan Kepong near the LRT junction onwards needs to be well maintained. Numerous street lights are faulty, roadside grass is not trimmed regularly, bus stops are dirty and the road is strewn with litter.

DBKL should rectify the situation and address the complaints. It will be better if the Selangor municipal authorities MBPJ and MPS can co-operate with DBKL to make the situation better.

Dari simpang Jalan Kepong ke Lebuhraya Selayang-Kepong/ MRR2 dekat Komplek Desa, adakah ini di bawah kuasa JKR? Apa kata sekiranya saya Tanya kenapa lampu jalan di sini tidak lagi kelihatan sejak MRR2 di bina? Adakah ini tanggungjawab MPS juga?

Jalan dari FRIM ke Selayang tiada lampu jalan juga selama sepuluh tahun. Sebelum ini, saya pernah bangkitkan perkara ini kepada DUN Datuk Saidin, dan beliau kata lampu jalan akan dibuat. Di mana lampu jalan yang dibuat? Adakah ini di bawah MPS? Apakah nama jalan ini? Tiada pun papan tanda jalan? Jangan-jangan tersorok pula dalam laci MPS.

Sorry lah, why wouldn't I be frustrated after nearly 15 years of following up on local councils and government agencies. The only ones that I give good ratings are: Hasil, Imigresen, Tourism Malaysia.

Yang lain, tanyalah sendiri. Kita lagi 10 tahun nak jadi negara maju macam Australia, Singapura, Taiwan, ..
